The Wisconsin State Prison at Waupun was opened in July 1851. It was under the jurisdiction of the State Board of Supervisors (WIHV87-A1267) in 1881, then the State Board of Control (WIHV85-A2106) in 1891. The Wisconsin Institute for the Education of the Deaf and Dumb opened in Delavan in 1852, administered by a board of trustees.
